Background
In 2003 CMS transformed Program Manuals onto the web in a "user-friendly" format which has been called IOM - Internet Only Manuals. This IOM system is used by CMS program components, partners, contractors, and State Survey Agencies to administer CMS programs. The Manuals provide day-to-day operating instructions, policies, and procedures based on statutes and regulations, guidelines, models, and directives. Rehab Agencies and CORFs will remember the old "HIM 9" paper manual, and the difficulty in keeping up with the updates. The IOM manuals are updated shortly after transmittals released, and the transmittals contain the "new" information in italicized red for easy reference.
